Administration


Karagwe District Council has  thirteen(13) departments six(6) unit.These departments have close relationship in their operation.The department of Administration and Personel is among of them which coordinates admininistration matters and report directly to District Executive Director for supervision and decision making.


The District council has  199 employees  at the Head Quarter and around 2600 in wards


Key roles for the department in the council are:

To manage genenal administration in the council.
To emphasize on staff regulations, circulars, standing orders,and displinary code .

Inorder to organised it's duties, the department is divided in the following subsections.


1.0 Administration and Personel subsection.


  Main functions:

 Enterpretation of rules and regulation corncerned on legal matter in the council.
    To facilitate on registration of new employees,and retirement of old employees.
    To supervise on open and confidential registry activities.
    To monitor on allocation of staffs' house.
    To deal with recruitments,confirmation and promotion of employees.
    To prepare and mantain employees' record.
    To carry out annual performance appraisal according to open performance    
Review And Appraisal System (OPRAS).


1.1  Secretariet Subsection

Main functions:

 To coordinate council meetings by writing minutes,record keeping, and   maintaining meeting attendance register.
    To prepare proposal for commitee meetings and its implementation.
    To focus on Councilors affairs.

1.2 Transport subunit

This deals with all management of vehicles in the District council.It supervises management team and the District Executive Director on proffessional matters. Moreover it ensures regular motor vehicles' service,insurance, and repair is mantained. Keeping fuel consumption per milage travelled on each vehicle as a daily task for the Unit.


1.3 The Councilors

The District Council have 29 councilors,which are lead by Hon. Mr. W Mashanda as the chairman.

The council is a legal entity which makes binding decision. Inorder for the decision to take effect , it must path through either of these meetings.

TAARIFA YA UTEKELEZAJI IDARA YA UTUMISHI NA UTAWALA MWAKA WA FEDHA 2016/2017

 

UTANGULIZI

Katika kipindi hiki cha mwaka 2016/2017 Idara ya Utumishi na Utawala i imetekeleza shughuli zifuatazo:-

  • Idara imeweza kukasimia nafasi wazi 1367 za watumishi wa kada mbalimbali kwa kusaidiana na wakuu wa Idara.
  • Idara imeandaa maombi ya kibali cha nafasi wazi 1367 kwa mwaka wa fedha 2017/2018 ambapo Mkurugenzi Mtendaji amewasilisha mombi hayo kwa Katibu Mkuu, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma na Utawala Bora.
  • Idara pia imeandaa maombi ya kibali mbadala kwa nafasi wazi 52 zilizotokana na watumishi walioondolewa katika Utumishi wa Umma kutokana na vyeti feki mombi hayo yamewasilishwa kwa Katibu Mkuu, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma na Utawala Bora.
  • Kufanya uhakiki wa watumishi na kufanya usajili wa kupata vitambulisho vya Taifa NIDA. 
  • Kuandaa madai ya watumishi ya mishahara na yasiyo ya mishahara Tsh 1, 300, 469,301.00 na wa zabuni Tsh   167, 214,418.00  kisha kuya wasilisha kwa Katibu Tawala Mkoa kwa mujibu wa maelekezo yaliyotolewa.
  • Idara imewezesha kufanyika kwa mafunzo ya Madiwani 30, TOT’s  20, kwa ngazi ya Kata na Vijiji jumla ya watumishi 149 wa kada mbalimbali kama vile:- Watendaji wa Kata, Watendaji wa Vijiji,Maafisa Kilimo na Mifugo,Waratibu Elimu Kata,Maafisa Maendeleo ya Jamii, Waganga Wafawidhi,Wauguzi pamoja na Maafisa Afya.
  • Idara imewezesha kufanyika kwa vikao viwili vya Bodi ya Ajira, kupitia vikao hivyo   jumla ya watumishi sitini na nane (68) walithibitishwa kazini, upande wa walimu kupitia TSC walimu 185 wamethibitishwa kazini. Upandishwaji vyeo kwa mwaka wa fedha 2016/2017 hakuna watumishi waliopandishwa vyeo. 
  • Idara imewesha kufanyika kwa vikao vitano (5) vya idara ambapo vimekuwa vikizungumzia agenda mbali mbali ya kiutumishi ikiwemo uwajibikaji kwa watumishi  wote.
  • Kuhimiza na kusimamia  ufanyikaji wa vikao vya kisheria ngazi ya Halmashauri, kata  na Vijiji ambapo vikao vilivyofanyika ni kama vile:-
  • Kamati ya Maendeleo ya Kata 60
  • Halmashauri za Vijiji   128
  •   Mkutano Mkuu  46   

Takwimu hizi ni kwa vikao vilivyofanyika na mihtasari ya vikao hivyo kuwasilishwa Ofisi ya Mkurugenzi Mtendaji Wilaya.

Changamoto: Vilevile kumekuwa na mwitikio mdogo wa wananchi kuhudhuria vikao vya kisheria ngazi ya Vijiji, hali hii imepelekea  kutofanyika kwa mipango ya maendeleo katika Vijiji husika.
