Administration
Karagwe District Council has thirteen(13) departments six(6) unit.These departments have close relationship in their operation.The department of Administration and Personel is among of them which coordinates admininistration matters and report directly to District Executive Director for supervision and decision making.
The District council has 199 employees at the Head Quarter and around 2600 in wards
Key roles for the department in the council are:
To manage genenal administration in the council.
To emphasize on staff regulations, circulars, standing orders,and displinary code .
Inorder to organised it's duties, the department is divided in the following subsections.
1.0 Administration and Personel subsection.
Main functions:
Enterpretation of rules and regulation corncerned on legal matter in the council.
To facilitate on registration of new employees,and retirement of old employees.
To supervise on open and confidential registry activities.
To monitor on allocation of staffs' house.
To deal with recruitments,confirmation and promotion of employees.
To prepare and mantain employees' record.
To carry out annual performance appraisal according to open performance Review And Appraisal System (OPRAS).
1.1 Secretariet Subsection
Main functions:
To coordinate council meetings by writing minutes,record keeping, and maintaining meeting attendance register.
To prepare proposal for commitee meetings and its implementation.
To focus on Councilors affairs.
1.2 Transport subunit
This deals with all management of vehicles in the District council.It supervises management team and the District Executive Director on proffessional matters. Moreover it ensures regular motor vehicles' service,insurance, and repair is mantained. Keeping fuel consumption per milage travelled on each vehicle as a daily task for the Unit.
1.3 The Councilors
The District Council have 29 councilors,which are lead by Hon. Mr. W Mashanda as the chairman.
The council is a legal entity which makes binding decision. Inorder for the decision to take effect , it must path through either of these meetings.

TAARIFA YA UTEKELEZAJI IDARA YA UTUMISHI NA UTAWALA MWAKA WA FEDHA 2023/2024
UTANGULIZI
Katika kipindi cha robo ya nne 2023/2024 Idara imetekeleza shughuli za kawaida kama ifuatavyo
1. Taarifa iliwasilishwa ikionesha shughuli zilizofanywa na idara ikiwa ni Kuandaa malipo ya mishahara na kuhakiki malipo ya watumishi waliopo kwa sasa ambao jumla ni 2,649, kati yao wanaume ni 1,523 na wanawake 1,126.
2. Aidha, Idara imeratibu zoezi la upandishaji wa vyeo vya watumishi ambapo jumla ya watumishi 846 walipandishwa vyeo na kulipwa mishahara mipya, aidha watumishi 14 walibadilishiwa muundo wa utumishi.
3 Pia Idara imesimamia ufanyikaji wa vikao vya kisheria kwakipindi cha robo ya nne kwa mchanganuo ufuatao, Kamati ya fedha uongozi na mipango lengo vikao 03, na vyote vimefanyika, vikao vya wataalam CMT 03, kamati ya maendeleo ya kata 23. Mkutano wa halmashauri ya kijiji lengo vikao 231, na vimefanyika 179 na mkutano mkuu wa kijiji lengo 77, na vilivofanyika ni 61.
4 Taarifa ilionesha watumishi 04 walihama kwenda Halmashauri nyingine, Watumishi 07 walihamia Halmashuri ya Karagwe na Watumishi 10 walikoma utumishi wa umma
5 Aidha, Katika kipindi cha robo ya nne 2023, Halmashauri imepokea ajira mpya za watumishi 144 wa kada mbalimbali na watumishi 07 wamethibitishwa kazini.
6 Wakijadili Taarifa hiyo wajumbe walitoa pongezi kwa serikali kwa kutoa ajira mpya ya watumishi 144 katika Halmshauri (W) Karagwe.
7. Wajumbe walishauri kuwa Idara husika kufanya ufuatiliaji wa watendaji wa vijiji wasiofanya mikutano ya Halmashauri ya kijiji.
Changamoto: Vilevile kumekuwa na mwitikio mdogo wa wananchi kuhudhuria vikao vya kisheria ngazi ya Vijiji, hali hii imepelekea kutofanyika kwa mipango ya maendeleo katika Vijiji husika.
