Karagwe District Council has thirteen(13) departments six(6) unit.These departments have close relationship in their operation.The department of Administration and Personel is among of them which coordinates admininistration matters and report directly to District Executive Director for supervision and decision making.
The District council has 199 employees at the Head Quarter and around 2600 in wards
Key roles for the department in the council are:
To manage genenal administration in the council.
To emphasize on staff regulations, circulars, standing orders,and displinary code .
Inorder to organised it's duties, the department is divided in the following subsections.
1.0 Administration and Personel subsection.
Enterpretation of rules and regulation corncerned on legal matter in the council.
To facilitate on registration of new employees,and retirement of old employees.
To supervise on open and confidential registry activities.
To monitor on allocation of staffs' house.
To deal with recruitments,confirmation and promotion of employees.
To prepare and mantain employees' record.
To carry out annual performance appraisal according to open performance Review And Appraisal System (OPRAS).
1.1 Secretariet Subsection
To coordinate council meetings by writing minutes,record keeping, and maintaining meeting attendance register.
To prepare proposal for commitee meetings and its implementation.
To focus on Councilors affairs.
1.2 Transport subunit
This deals with all management of vehicles in the District council.It supervises management team and the District Executive Director on proffessional matters. Moreover it ensures regular motor vehicles' service,insurance, and repair is mantained. Keeping fuel consumption per milage travelled on each vehicle as a daily task for the Unit.
1.3 The Councilors
The District Council have 29 councilors,which are lead by Hon. Mr. W Mashanda as the chairman.
The council is a legal entity which makes binding decision. Inorder for the decision to take effect , it must path through either of these meetings.

Katika kipindi hiki cha mwaka 2016/2017 Idara ya Utumishi na Utawala i imetekeleza shughuli zifuatazo:-
Takwimu hizi ni kwa vikao vilivyofanyika na mihtasari ya vikao hivyo kuwasilishwa Ofisi ya Mkurugenzi Mtendaji Wilaya.
Changamoto: Vilevile kumekuwa na mwitikio mdogo wa wananchi kuhudhuria vikao vya kisheria ngazi ya Vijiji, hali hii imepelekea kutofanyika kwa mipango ya maendeleo katika Vijiji husika.
